This issue, so far, looks exclusive to Steam users, as people who have bought the game on Epic Games Store or PS5 haven’t reported anything of this sort.
And it looks like, the installation/download bar is reluctant to move or make any sort of progress for some players, no matter what they do. I have seen a lot of discussions on the forums already. Spider-Man on Steam is experiencing a lot of problems where either the download of the game is getting stuck after a certain point or the download is extremely slow. Unfortunately, the PC release of Spider-Man is not treating everyone equally, if you ask me.
